Job Summary

The Division of Ecological and Water Resources is seeking to hire a full-time, permanent EWR (Ecological and Water Resources) Administrative Specialist, located in New Ulm. This position manages office operations, prepares, revises, and audits documents, updates personnel records, and manages financial resources for the Regional Ecological and Water Resources Office and six area offices, all within the administrative Southern Region. Additionally, the person in this position provides program information, rules, and policy information to the public and other governmental units. The person in this position also advises and directs Southern Region Area Ecological and Water Resources clerical staff.

Responsibilities :

  • Establish and revise region-wide procedures and work systems; perform office management activities to effectively provide support services to the Regional Ecological and Water Resources Managers and other Area and Program Staff.
  • Oversee the auditing and administrative aspects of the Southern Region Ecological and Water Resources budgets and accounting system so that purchasing and accounting requirements are complied with, all obligations are accurately met, and budgetary analysis is accurate, current, and readily available.
  • Provide Administrative support to the different program areas within the Southern Region Ecological and Water Resources division to accomplish program objectives.
  • Provide information and assistance about Ecological and Water Resources programs and topics to DNR staff and the general public.
  • Complete other administrative or clerical duties as assigned. Serve as backup for the other Regional Ecological and Water Resources Administrative Specialists when needed. Assure responsibility for safety and accountability for safety performance so the employee will accomplish all tasks according to established safety procedures, thereby reducing injuries and equipment damages.

This position has a flexible work arrangement and may be eligible to telework on a part-time basis which is subject to change. If approved, the employee would be required to complete an annual telework agreement.

Qualifications

Minimum Qualifications

  • English skills sufficient to generate readable and accurate written materials (e.g., information and instructional materials, letters, memos, and reports) free of spelling and grammatical errors.
  • Word processing and typing skills sufficient to prepare advanced correspondence, documents, informational articles, policies, and procedure statements.
  • Spreadsheet skills sufficient to organize data and information from a variety of sources, compile lists, and track projects and activities.
  • Data management skills sufficient to compile, research, and analyze information from databases.
  • Accounting/budgeting/expense skills sufficient to review, track, analyze, and prepare financial summaries and reports.
  • Customer service skills sufficient to serve as the initial public contact on all inquiries requiring assistance or redirect to appropriate staff, and working effectively with a diverse and occasionally difficult clientele in a courteous, tactful, effective, and professional manner.
  • Ability to implement and provide input for program policies, procedures, and service standards in cooperation with Management Resource programs.
  • Lead work skills sufficient to manage work through others to achieve Management Resource objectives.

Preferred Qualifications

  • Three (3) years of general office experience.
  • Post-High school education in Business, Finance, Administration, Operations, Fleet, or Shop Management.
  • Experience with Microsoft Office Suite (i.e., Word, Excel, Outlook, and Access) at an advanced level sufficient to compose, create, modify, and publish documents and materials.
  • Knowledge and proficiency in SEMA4 and the SWIFT accounting system.
  • Knowledge of accounting principles and techniques to accurately access current and anticipated budget situations and interpret budget information and produce reports to benefit managers and supervisors.
  • Knowledge of Management Resource Programs such as fleet, facilities, engineering, IT, materials management, and procurement.
  • Proficient with team leadership skills, sufficient to plan, organize, administer, coach, and direct office support activities with multiple area offices.
  • Working knowledge of the Data Privacy Act to deal with personnel issues and other agency and public inquiries.
  • Knowledge of Minnesota DNR Permitting and Reporting System (MPARS).
