Summary:
Under limited supervision, develops and implements Geographic Information System (GIS) resources for the Division of Environmental Health & Engineering. Coordinates with Departments in the Division to identify functions that GIS will support and develop the GIS solutions.
Responsibilities:
Serves as overall coordinator and integrator for Geographical Information System. Builds and develops GIS program, and assists in modernizing DEHE’s GIS infrastructure by analyzing, digitizing, and making available new and historical project data.
Directs the daily activities of the GIS system; develops schedules to meet project needs, develops project work assignments, monitors progress and manages GIS resources to meet project schedules and mission requirements. Serves as the overall coordinator and integrator for GIS.
Assists the Division in using spatial and statistical methods to analyze attributes and geographic information to develop new GIS data layers; creates and/or updates GIS data to develop, populate, and maintain the GIS. Provides guidance to engineers and technicians on the applicability and use of the GIS. Provides access to geospatial datasets/tools/applications through internally developed applications.
Updates and maintains installation maps, gathering data from surveys, both visual and physical and real property data. Outlines method of approach for preparation of maps (to include selection of appropriate software) to display, integrate, and automate the use and analysis of various datasets. Responsible for geospatial data quality control and maintenance.
Maintains and builds GIS archives for completed and ongoing project data and drawing files. Supports field data collection and reporting on projects, from initial planning efforts to final construction inspections.
Evaluates new operating systems and application software packages for GIS; assists in the development of standards and applications; and serves on working groups to further GIS implementation. Prepares and establishes procedures for system files; maintains system
documentation; prepares training materials and operating instructions; and instructs user personnel on system procedures, and options.
Performs other duties as assigned.

MINIMUM EDUCATION QUALIFICATION
A Bachelor’s degree in a relevant quantitative and computational field (e.g., Geography, Geomatics, Data Science, Statistics, Mathematics, Operations Research, etc.)
MINIMUM EXPERIENCE QUALIFICATION
Non-Supervisory - Five (5) years of GIS and/or software development experience. An equivalent combination of relevant education and/or training may be substituted for experience.
PREFERRED EDUCATION QUALIFICATION
Master’s degree in a field related to construction, environmental engineering, or project management.
PREFERRED EXPERIENCE QUALIFICATION
Experienced with implementing and maintaining ArcGIS Enterprise solutions, training staff, and identifying needs and solutions using GIS.
PREFERRED CERTIFICATION QUALIFICATION
Certified GIS Professional
ADDITIONAL REQUIREMENTS
Must have a valid driver’s license with a clean driving record.
Must be able to obtain an Alaska Driver’s License within six (6) months of hire.
