Job Description

The Office of Emergency Management (A/OEM) is the Department of State organization responsible for fulfilling the Department’s responsibilities mandated by Presidential Policy Directive 40 (PPD-40), National Continuity Policy .

The Department’s Continuity programs cover the full range of threats to national security that derive from natural disasters, military and terrorist attacks, technological emergencies, or other emergencies. The Diplomatic Continuity Programs Division (A/OEM/DCP), Office of Emergency Management is responsible for developing emergency and continuity plans and programs and an appropriate state of readiness that prepare the Secretary and the Department to respond to any national security emergency.

The scope of this requirement encompasses obtaining Planning/Operations support, Facility Management, Facility Operations, and Administrative support for continuity planning services necessary for assistance in the design, development, implementation, deployment, operations, and maintenance for the Bureau’s continuity specific facility management and oversight, continuity policy preparations, continuity planning and operations, and executive administrative support. The services acquired will also include logistical program management and administrative support necessary for the preparation and update of systems and facility management documentation and related services. The tasks described below will be performed as a part of a development team including other contract and government personnel.

The objective of this requirement is to provide A/OEM/DCP with real time services for the operations, maintenance, testing, and development of facility management; and program operations support for continuity operational planning that enables the Bureau of Administration and A/OEM/DCP to conduct the Department of State’s domestic emergency continuity mission.

 

  • Develop, maintain, and support lifecycle sustainment processes of a comprehensive emergency management exercise program at the Department and federal level.
  • Plan and design phases for Department, interagency, and national level exercises by developing and disseminating products such as the Exercise Plan (EXPLAN), Controller/Evaluator (C/E) Handbook, Master Scenario Events List (MSEL), player briefings, and After-Action Reports/Improvement Plans (AAR/IP) per the Homeland Security Exercise Evaluation Program (HSEEP) format.
  • Design, conduct, maximize participation, and evaluate exercises and drills.
  • Design, support, and conduct emergency management, continuity of government/operations (COG/COOP), and active shooter discussion and functional based exercises.
  • Formulate evaluation guidance, develop post-exercise evaluation reports, and recruit, select, and train volunteers to serve as exercise controllers and evaluators.
  • Provide technical assistance to bureaus and offices for exercise planning and execution.
  • Support the development and implementation of a multi-year strategy and program management plan for emergency preparedness training and exercises.
  • Conceptualize, develop, and implement a broad range of emergency drills and exercises to test existing Department domestic emergency operation plans to include but not limited to tabletop exercises, notification drills, facility evacuations and shelter-in-place drills.
  • Conduct logistical and communications planning for participation in interagency exercises and for emergency preparedness drills and exercises for domestic Department offices, bureaus, and facilities.
  • Develop and maintain playbooks, instructions, and products that can be used by customers to conduct and execute their own emergency exercises in support of domestic plans and procedures.
  • Assist in the implementation of annual exercises, trainings, and staffing plans.
  • Develop, review, coordinate, and implement annual exercise and training plans.
  • Represent exercise and training functions during meetings at the Department and federal level. Prepare impact statements, briefings, meeting summaries and other forms of correspondence
  • Conduct in-depth research, resolve complicated and sensitive OEM exercise program related questions, interpret policies, and troubleshoot unresolved program issues that arise.

Requirements

  • Bachelor’s Degree or Five Years of Relevant Experience
  • Demonstrated ability to write and present information in a compelling and meaningful manner for different audiences using a variety of communication platforms.
  • Experience working on behavior change communication campaigns.
  • Prior emergency management experience preferred.
  • Ability to work both independently and as part of a team.
  • Proven ability to manage multiple tasks, coordinate activities in multiple locations, act decisively in daily work and work well in a multi-cultural team environment.
  • Proficiency in qualitative and quantitative research methods
  • Ability to create and edit documents, reports, and products that conform to the standardized styles and guidelines.
  • Strong organizational, communication, interpersonal, and computer skills
  • Top-Secret clearance, with the ability to acquire Sensitive Compartmented Information (SCI) access
  • Occasional Travel to locations throughout the country, as needed, may be required.
