About The Position
The County of Riverside’s Assessor - County Clerk - Recorder seeks (ACR) a Marketing, Media, and Communications Coordinator who will be assigned to the Admin Communications Unit in Riverside, CA.
Some Travel Within Riverside County Required. The selected candidate is responsible for providing information related to all of ACR to the public as well as the creation of various events to advertise and market the ACR department, the creation of presentations, social media posts and other related content creation and management. Incumbents will also be required to set up and communicate these events for both government agencies and private events.
The most competitive candidates will have experience in media production and editing, public relations, social media management, event planning, creation and delivery of presentations, graphic design, website management, and data analytics experience (this would include monitoring social media engagement, use of powerBI reports, and tracking event attendance)

Examples Of Essential Duties - Plan, assign, and supervise the work of subordinate staff; coordinate public outreach activities for a County department/agency; produce all County department/agency publications and other intramural communications.
- Assist in the planning and implementation of marketing, media and communications services, campaigns, and organizational events.
- Originate and research highly technical and complex media or digital program topics; plan marketing or media program communications production content and/or digital production content.
- Manage the creation and distribution of marketing, media, and communications materials for service lines as assigned.
- Prepare and negotiate contracts and memoranda of understanding with County departments/ agencies, other public agencies and outside organizations to produce marketing communications campaigns, video or digital programs, media productions, and related educational and training materials.
- Develop budgets and cost estimates for clients; negotiate contracts and memoranda of understanding with other jurisdictions for marketing communications, media, or digital productions; develop and manage departmental operating budgets.
- Design and coordinate all aspects of marketing communications, media or digital planning and productions; direct the technical and artistic development of television and multi-media or digital presentations including artwork, narration, dialog, sound effects, and music.
- Plan production schedules; select and direct the cast, narrators, and other personnel involved in media or digital productions; edit or supervise the editing of media, and printed communications materials.
- Recommend the purchase of departmental marketing/media equipment or communications systems; collaborate with County department/agency units to provide support for training and community outreach activities.
- Act as a consultant to a County department/agency's management regarding the public relations and marketing aspects of the department/agency's programs.
Minimum Qualifications OPTION I Education: Graduation from an accredited college or university with a Bachelor's degree with major coursework in communications, healthcare marketing, healthcare communications, marketing communications, advertising, or a directly related field. A Master's degree from an accredited college or university in healthcare communications or closely related field is preferred. (Additional qualifying experience may be substituted for up to two years of the required education on the basis of 30 semester or 45 quarter units of the specified coursework equivalent to one year of experience.)
Experience: Three years producing marketing, public relations, and/or healthcare education communications programs and campaigns, which included copywriting, production planning, directing, and editing.
OPTION II Education: Graduation from an accredited college or university with a Bachelor's degree with major coursework in communications, telecommunications, broadcasting, media arts technology, instructional media technology, theatre, film and digital production, or a directly related field. (Additional qualifying experience may be substituted for up to two years of the required education on the basis of 30 semester or 45 quarter units of the specified coursework equivalent to one year of experience.)
Experience: Three years producing documentary, marketing, public relations, and/or education video or digital programs which included scriptwriting, production planning, directing, and editing. Six months of this experience must have included the marketing and distribution of video or digital productions or programs.
BOTH OPTIONS Knowledge of: Principles of healthcare marketing, supervision and training; public health and human services programs; marketing, media and communication design techniques; production principles and techniques including advertising, sound recording, television, still and motion photography, scriptwriting, staging, lighting, and editing; developing and producing marketing, media and communications campaigns.
Ability to: Assume leadership and provide creativity in the planning and production of marketing communications campaigns or planning, and writing and directing of media or digital productions and communications; act independently in converting ideas and concepts into an effective combination of audio, digital and visual impression; develop innovative solutions to complex communications problems; effectively communicate verbally and in writing; establish and maintain cooperative working relationships with management staff, other County departments/agencies, outside organizations, and the public; evaluate the effectiveness of video and/or digital communication productions.
